The revised Health Information and Patient Safety Bill, as drafted, will grant certain researchers the ability to obtain personal data without the consent of the relevant individual. The Bill envisages that the Data Protection Commissioner will have a role in pre-approving research projects seeking to rely on this exemption, which will have to demonstrate a number of requirements prior to approval.
General Scheme of Health Information and Patient Safety Bill
The General Scheme of the Health Information and Patient Safety was approved by the Government on 10 November. The Bill deals with a number of areas: including, information related matters, research ethics approval structures and matters aimed specifically at enhancing patient safety.
